UOC Elections: Rukare Unopposed, To Replace Blick

Donald Rukare is all but the new Uganda Olympic Committee President after he was nominated unopposed ahead of the 2021 elections due February 27.

Sim Katende, appointed as the Returning officer for the upcoming UOC elections, confirmed the final list of candidates.

Rukare is the Chairman for National Council of Sports and also doubles as the General Secretary at UOC.

Katende revealed that all but two board member positions are unopposed.

“For the unopposed, unless something changes, we should be able to announce them formally as the people who are taking over the new positions,” Katende said during a press conference on Tuesday at UOC offices in Lugogo.

He read out the successful candidates following a recent verification process as per the UOC constitution.

He said that the candidates had fulfilled the minimum qualification requirements.

Besides Rukare, other unopposed candidates for particular positions include Dunstan Nsubuga (1st Vice), Moses Mwase (2nd Vice), Patience Ayikoru (Secretary General), Lydia Dhamuzungu (Assistant Secretary), Sadik Nasiwu (Treasury), Anne Mungoma (Board Member) and Joanne Adongo (Board Member).

Four candidates will contest for the two positions of Executive Board Member (Men) – Simon Peter Komakech, Nasser Sserunjogi, Richard Asiimwe and Godwin Kayangwe.

The UOC acts as an agent of the International Olympic Committee and Commonwealth Games Federation in Uganda to uphold and promote Olympic and Commonwealth ideals to its affiliates and stakeholders by providing support, guiding policy and delivering programmes through its organs and structures.

William Blick is the outgoing president having taken office in 2012 when he replaced Rogers Ddungu.

Blick, on Tuesday, confessed his support for Rukare’s candidature.

It is said that Uganda Boxing Federation president Moses Muhangi wanted to contest for the UOC Presidency but ousted by the stringent constitution.

Who is Eligible to Contest for President?
Article 13.5: In order to contest for the position President, the candidate
A) Must be a Ugandan national;
b) Must be at least 35 (thirty-five) years of age and not over 70 (seventy) years
c) Must be a member of a UOC Member National Federation in good standing
d) Must be the holder of the minimum of a bachelor’s degree from a recognizable
institution, and the holder of a diploma in sports from a recognizable institution. Where
the candidate has a sports degree, the requirement for a diploma shall be dispensed with.
e) Must have served on the executive committee of a UOC Member National Federation
or the UOC Executive for not less than 4 years
f) Must possess demonstrable knowledge and experience in leadership, organizational
competence and a good understanding of the Olympic Movement and sports in general.
g) Must be a person of integrity and should not have been convicted of an offence
involving moral turpitude
h) Must have financial integrity and not be an undischarged bankrupt.
